The leaders of Russia and China hailed increasingly close ties
between their countries and announced the extension of a
20-year-old friendship treaty on Monday.
Russian President Vladimir Putin and his Chinese counterpart Xi
Jinping announced the extension of the Sino-Russian Treaty of
Friendship, signed in July 2001, a show of unity amid their
tensions with the West.
Speaking to Xi Jinping during a video call, Putin said that the
treaty helped take relations between Moscow and Beijing to an
'unprecedented height' and would be extended for another five
years.
The Russian leader noted that the coordination of foreign policy
efforts by Russia and China has played a 'stabilizing role in
global affairs.'
Putin said the treaty enshrined the two powers' support for
defending national unity and territorial integrity, at a time
when both Moscow and Beijing are at odds with Western countries
on a wide range of issues.
'In today's world, such agreements are of serious importance,'
the Kremlin cited Putin as saying.
'In the context of increasing geopolitical turbulence, the
dismantlement of arms control agreements and increased potential
for conflict in different corners of the world, Russian-Chinese
coordination plays a stabilising role in world affairs.'
Putin said the agreement would be automatically extended for
another five years after it expires in February 2022.
Xi in his opening remarks emphasized the importance of a
'strategic cooperation' between Moscow and Beijing in defending
their common interests on the global stage. He added that Russia
and China have worked to uphold a 'true multilateralism and
global justice.'
Putin and Xi have developed strong personal ties to bolster a
'strategic partnership' between the two former Communist rivals
as they vie with the West for influence and face soaring
tensions in relations with the U.S. and its allies.
While Moscow and Beijing in the past rejected the possibility of
forging a military alliance, Putin said last year that such a
prospect can�t be ruled out entirely.
During Monday's call, Putin congratulated Xi on the 100th
anniversary of the Communist Party of China celebrated Thursday,
saying that China is marking it with 'new achievements in the
country's social-economic development and on the international
stage' and recalling Soviet support for the Chinese communists.
Moscow marked the CPC's centennial by sharing historic documents
on Soviet-Chinese links with Beijing.
Russia's relations with the United States and other Western
countries linger at post-Cold War lows over issues ranging from
Moscow's annexation of Crimea to allegations of Russian meddling
in U.S. elections.
Putin held a summit earlier this month with U.S. counterpart Joe
Biden in which they decided to cooperate in some areas despite
their tense relations.

I don't think it benefits China in the long-term. China's
approach of allying with whomever wants to ally with itself
ensures that all "alliances" thus formed are based on
considerations of self-interest (hence the ""; these are
actually mere business deals) on the part of the allies due to
lack of deeper ideological agreement, which in turn ensures lack
of genuine loyalty. Russia for one will be happy to turn on
China as soon as conditions favour itself, and letting Russia
control the pace instead of forcing it to reorient before it is
ready (such as by China taking the initiative to break ties
first) is disadvantageous to China.
The correct way to gather truly loyal allies is by first
declaring enemies, and then allying with fellow victims of the
same enemy. Until China understands this elementary principle,
it cannot even be said to have a sense of politics. China's main
problem is that it thinks all politics is economics; you can see
this in its insipid "win-win" rhetoric. It must get past this
way of thinking ASAP:

True alliances are not about "win-win", but about willingness
for each ally to sacrifice everything it has for any other.

Beijing has compared the Russian invasion of Ukraine with the
bombing of its embassy in Yugoslavia by Nato forces decades ago,
in response to the Nato chief saying China should condemn
Russia.
The Chinese diplomatic mission in the European Union said on
Thursday that Chinese people could fully relate to the suffering
of other countries because �we will never forget who bombed our
embassy in the Federal Republic of Yugoslavia�.
�We need no lecture on justice from the abuser of international
law,� it said. �As a Cold War remnant and the world�s largest
military alliance, Nato continues to expand its geographical
scope and range of operations. What kind of role has it played
in world peace and stability? Nato needs to have good
reflection.�
Its statement referred to the intervention in Yugoslavia by Nato
in 1999, when five US bombs hit the Chinese embassy in Belgrade.
Three Chinese journalists were killed.
Bill Clinton, the US president at that time, apologised for the
bombing and said it was an accident, while the Chinese
government said it was a �barbarian act�.
The United States later agreed to compensate the victims of the
bombing, and their families, and to pay China for the damage to
the embassy. Beijing agreed to compensate Washington for damage
to US property incurred during the massive anti-US protests in
China following the bombing.
The Chinese diplomatic mission was responding to comments by
Nato secretary general Jens Stoltenberg, who said that Nato was
�closely monitoring� signs of support from China to Russia.
�China should join the rest of the world in condemning strongly
the brutal invasion of Ukraine by Russia,� he said on Wednesday.
�China has an obligation as a member of the UN Security Council
to actually support and uphold international law, and the
Russian invasion of Ukraine is a blatant violation of the
international law, so we call on [China] to clearly condemn the
invasion and to not support Russia.�
Stoltenberg also said Nato was concerned that Moscow could stage
a false flag operation � an action designed to be blamed on an
opponent � possibly involving chemical weapons.
�We call on Russia to withdraw all its forces and to stop the
fighting, but in particular not to use any chemical weapons,� he
said.
�And we are also very vigilant about the possibility of them
trying to stage some kind of pretext, false flag operation to
provide an excuse for any type of use of chemical weapons.�
China�s growing ties with Russia � especially after a 5,000-word
joint statement issued in early February � are under scrutiny
from Western nations.
Reports in the US have suggested that Beijing had knowledge of
Russia�s plans regarding Ukraine before the start of its
military operation. Beijing has dismissed those reports as false
and aimed at shifting blame to China.
Washington has also warned that China would suffer consequences
if it helped Russia to evade sanctions imposed for the invasion
of Ukraine. Beijing has said sanctions are not the way to
resolve the crisis.
