Starting OFFLFIRSOCH - 2025

Today, I read Solderpunk's anouncement of OFFLFIRSOCH 2025 [1]
Most of the program I write are offline-programs, which means that they don't
access the internet. I have an idea, but for the time being, I'm not going
to share it with you.
A good place to start is to choose the language. That's easy: Perl.
Why Perl? Because you can devolop getting help offline from the "perldoc"
utility; just open a terminal, and type:

 perldoc <package name>

The package can be downloaded from https://cpan.org
