In this case, there's a paper trail with Osama's authorization, who used the
auto pen, etc.  So that would make it an "official" signature.

Without the process and paper trail around use of the auto-pen.  IMHO: This
makes all Biden auto-pen signatures invalid.

There already is.  They need to enforce and prosecute.

But there seems to be a very large amount of hesitancy about the gov't policing
its own - like they are supposed to.

I wonder who knows where who's bodies are buried.
