Congress needs to pass a law on the Signature thingy. One of the things the constitution give to the President is the ability to Pardon. I think the investigation around this is somewhat moot... If you get this case in front of the Supreme Court they shouldn't have an issue siding with overturning these Auto-Pen pardons.
