Imagine you run an illegal sex operation offering "special" services (which
themselves are illegal).  You keep a list because it's protection and,
potentially, blackmail material.

The chief of police, for example, will steer his officers away from your house
because if you get caught, your list is exposed and the chief of police will be
in jail with you.

Celebrity X, for example, pays you money each month to keep quiet that he did
something in your operation.
