Technically IP is more correct.  I never liked "TCP/IP" since there's no rule
TCP is involved at all...

Would it be easier to implement if the start and duration were specified
instead?  Thu 23:00/2H, Fri 09:00/12H, etc.

CM and ZMH should also die - each node should just list it's online time,
whether or not it's required online time doesn't mean anything to a mailer, and
means the mailer doesn't need to be configured with a lookup table for the ZMHs
of each zone.
