it should really use /usr/local/etc since its installing with make install, if
it create a package ebuild it should NOT use /usr/local/etc

or anything in /usr/local

first step is to make c code changes, then next step fix makefile to
/usr/local/etc for config files

please dont make helpness in symlinks
