Have a look at "cp437":

This converts the output of the following command to codepage 437.

I'm using this in OpenXP to view messages that contain ANSI graphics and
it works with most ANSI messages.

Then, it's a simple matter to define a macro in OpenXP to
launch the necessary command to the current message.
