Our military uses frequencies from 300MHz to well over 400MHz and they're
not going to give it up.

As long as the military has a use for those frequencies, they won't allow
anyone to have them. There are places along the Canadian/American
border where the use of those frequencies by Amateurs is even forbidden.
When I lived near the Miramar Navel Base in San Diego, I had to put up
with radar interference, every day. Those who live closer to the Navel
base on North Island have radar interference even worse from all of the
navy ships in the harbor and their airfield. That's what we have to put
up with while sharing military frequencies and that's probably the reason
the military isn't going to want any other gov't or commercial users on
those frequencies.
