Yes, it is.  In Middle eastern drumming, you typically have a basic rhythm
or pattern of rhythms
and it is up to the drummer to improvise and fill to make things more
interesting.  The problem
you run into is when *everyone* is trying to be the lead drummer and then
everything falls apart
into a big pile of mush.  Just like with any kind of music, if you are
improvising, you still need
that good backbone to play around or you end up with something like that
scene in Spinal Tap
when they are playing at that small amusement park without a lead
guitarist...
