Right, but your modem is raising/asserting the DCD (data carrier detect) signal.

For modems that support DCD correctly, the command to enable it is AT&C1:

AT&C1
DCD follows carrier state (default).

It sounds like your modem is set for AT&C0:

AT&C0
Always keep DCD on.
