In glibc it is known as IBM848.  There is no corresponding IANA listing, not even an alias.

Hm.  I think that should be indicative that something is horribly wrong.  Most of the official MSGs coming from that direction appear to be CP866.

You are more than likely the best person for that task.  For what it's worth I can offer my assistance in the way of proving that it is doable.  I still think a proper IANA aknowledgement would have helped.

As far as I can tell the glibc cp1125 is valid although a proper mapping could be generated just to make sure ... if it ever comes to that.  I have doubts but then again I don't live or operate from there so what the hell do I know about it.
