My 5 cents worth, I beleive it will never be invoked, probably why the idea
died at the time it was proposed. No Zone wars no problem.

I said Senate, where each state gets the same number of votes so the
population of each state doesn't come into it. Thhe US presidental vote is
completely different and a mystery to outsiders like me :)
