In FTS-4001.001 it says:
5. INTL

The INTL control paragraph shall be used to give information aboutthe zone numbers of the original sender and the ultimate
addressee of a message.
Notice the 'ultimate addressee'. Since the message already arrived in Z3 on Paul's system and Paul's system probably knows were to route/deliver mail for Z3 nodes. The address in the header (of the zonegate) shouldn't be used over the ultimate destination address in the INTL kludge. So in my opinion the behaviour of HPT is wrong here.
