Yes, NakeNL is a program that generates nodelist segments that get passed up
the line to the ZC who generates the final nodelist.

From the MakeNL docs....

"Messages created by MakeNL are compatible with SEAdog by System
Enhancement Associates. Except for CRASH and HOLD attribute flags, they
are compatible with Fido v11, and (I think) Fido v12 by Tom Jennings.
They are probably compatible with other mail servers, but I cannot
guarantee it."

The way I use it with SBBS.  The tosser has a flag that tells it you're using a
FLO style mailer.  So, any *.MSG that are created (even by 3rd party programs)
are put into a Netmail folder (which is stated in the INI file) get converted
and placed in an outbound folder for that zone. A .?lo extension file is
created along with a .?ut.  You may have a different way of doing it but that's
the jist.
