Yes. The routuine only checks for /lines/ that are incorrect. So it stops when one faulty character is found.

Yes, it is Latin-1. A hobby horse of the sysop in question. He believes that instead of using UTF-8 it would be better if every sysop can choose his own encoding for his line(s).

In the ASCII nodelist these two characters are replaced by a question mark.
