Yes, the Second Chechen War started as an invasion of Dagestan by Chechen fighters. They were acting under the orders of Basaev and Hattab, who were very famous terrorists.
The NTV takeover took place after Putin's election, not before.
No evedince exists that FSM bombed apartments, it was mostly speculations.
So, Putin wasn't a typical dictator back in 2000. He resolved the "problem"(disaster) in Chechnya, brought economic prosperity to Russia and had very good relations with the US (without "" back then).
