The problem was that when there is no TZ environment variable, Windows provides
the long time zone name to the function and this was overrunning the allocated
string space for the variable.  I've revised the code to deal with this MUCH
more gracefully, and have posted the new version (v1.11) on the web site at
http://www.rsds.ca/misc.html for anyone who wants a copy.  Thanks again for all
the testing help.
