It is, if the BBS software supports it on all nodes, but OTOH, once the FTN
infrastructure is setup, it's relatively straightforward to add another FTN to
the BBSs.

Or as has been pointed out, there's no reason Fidonet addresses can't be used
to distribute a limited distribution echo.  Might want to take measures to stop
other downlinks from areafixing it, if you have any that won't be a part of it.
