it is a binary file... you don't put anything in it... your mail tosser and
file processor will do that if they know how... otherwise, they'll use the old
netmail attach format...

binkd uses the ?LO files... you'll find the details about them in the
BinkleyTerm docs and related binkd documentation and FAQs...

FD reads the netmail MSG header or the entry in the STQ to know... FE knows
where a message and/or PKT is headed because it reads their headers...
