An Upconverter is needed to convert a lower frequency signal to a higher
frequency signal.

It seems that the convention is the other way around.
If you convert a lower frequency signal to a higher frequency signal, that is
called upconversion.

Like for example converting 7 MHz to 132 MHz (like in the case of the Ham it up
upconverter)
