were trying to defend themselves any which way they could.

Joe, after a madman shoots three people, two of them fatally,
others in the crowd are not going to politely allow themselves
to also get shot and killed. Especially when that same madman
is still wielding a loaded gun and aiming to kill.

How many weapons he had was never stated. He could have had
