When or where have I ever written that folks who cannot afford a state
idenfication card should have to pay for one?

An officer has to give reason as to why he pulled the motorist over.
If the officer is unable to do so, the motorist is under no obligation
to comply with the officer's request. Of course, not complying with
an officer's request might get the motorist shot and killed, but that's
beside the point.
