Joe Biden agreed to three debates, along with the moderators
for those debates, as well as the rules for the debates.

Donald Trump should agree to the same, as he also received an
invitation being he is another candidate. Or remain home and cry.

Kanye West was not invited, as he was never a candidate before
the invitations went out. Therefore, he is out of luck.
