In the wake of the October 17, 1989 Loma Prieta
Earthquake, Caltrans commissioned an oral history project
to document the personal and professional experiences of
Caltrans employees who worked to restore the State's
damaged transportation system. This is an interview with
Steve Phillips who was a Lead Worker at the Salinas
Maintenance Station in Caltrans District 5. The night of
the earthquake Phillips reported back to work and with
others fixed a sinkhole on Highway 156 that appeared
after the earthquake. On the October 21st he volunteered
to assist at Cypress Structure where he assisted on
fencing off the structure so that construction crews
could work safely.
