00:01:51[23] | |
Washington today is Thursday September
19th century are some of the stories we're
00:01:55[24] | |
covering the u.n. | |
00:01:57[25] | |
Security Council has told you that peace
in South Sudan remains precarious but
00:02:01[26] | |
progress is being made the recent visit
to Riyadh to Juba at the invitation of
00:02:07[27] | |
President Salva Kiir was
00:02:08[28] | |
a potent development the challenge remains
of course is to show tangible results
00:02:15[29] | |
David Shearer is the u.n.

Special representative for something done

early Wednesday from fire in Liberia's
capital Monrovia Kenya is hosting the
00:02:26[32] | |
Organization of African Trade Unions
Come friends and patients feel the p.c.

From them Bob | |

a doctor strike at love Zimbabwe at life
but it's what we would but also loves
00:02:37[35] | |
about However it doesn't negate the fact
that when economy says to choice to get
00:02:43[36] | |
peace we are forced to take off. That was
Dr Peter McCombe year before he went
00:02:48[37] | |
missing last week | |
00:02:49[38] | |
a Indian opposition leader says he will not
take part in next month's parliamentary

Mission in South Sudan says peace in South
Sudan remains precarious but progress is
00:03:16[44] | |
me mate David Shero told the un Security
Council on Wednesday that rebel leader
00:03:21[45] | |
react Michel's visit to Juba last week
David Titian of President Kiir was an
00:03:26[46] | |
important development but he said the
challenge of receiving tangible results to
00:03:31[47] | |
was | |
00:03:31[48] | |
a lasting peace still remains the recent
visit of Dr react to Juba at the in the.
00:03:38[49] | |
The president Salva Kiir was an important
development the face to face meetings
00:03:42[50] | |
which many of us believe
00:03:43[51] | |
a fundamental to moving forward provided
an opportunity to discuss critical
00:03:48[52] | |
unresolved parts of the peace agreement
importantly they re committed to forming
00:03:54[53] | |
a transitional government
00:03:55[54] | |
a positive state because it maintains the
momentum of peace and bolsters confidence
00:04:00[55] | |
among South Sudanese The challenge remains
of course is the show tangible results
00:04:06[56] | |
in 3 areas in particular require progress
1st the unification of security forces of
00:04:12[57] | |
the 35 can tunnel and sites planned 23 are
now occupied by opposition forces and
00:04:18[58] | |
tane by the government but many sites still
lack amenities and protection risks may
00:04:24[59] | |
arise in nearby villages if these shortfalls
continue Secondly the independent
00:04:31[60] | |
Boundaries Commission was unable to reach
consensus on the number of states and
00:04:36[61] | |
boundaries resolution via
00:04:38[62] | |
a referendum we believe is implausible
given the experience of the time required
00:04:43[63] | |
3rd the agreement provides for
5 vice presidents each leading
00:04:48[64] | |
a cluster of cabinet portfolios 2 months
out from government these still need to be
00:04:55[65] | |
determined and finally I should mention
that the non-signatory to the agreement
00:05:00[66] | |
need to move from violent opposition
for which they have been involved to
00:05:05[67] | |
constructive participation is the president
one year on pace is beginning to pay
00:05:10[68] | |
dividends for the citizens of
South Sudan the formation of
00:05:14[69] | |
a transitional government revives an
opportunity to lift our gaze from immediate
00:05:18[70] | |
challenges and look over the horizon towards
elections that are expected at the end
00:05:24[71] | |
of the 3 year transition
criminality remains | |
00:05:27[72] | |
a serious problem with random attacks on
civilians commonly by unpaid soldiers and
00:05:32[73] | |
former combatants as the president the
bottom line is simply this while this.
00:05:38[74] | |
Situation for many South Sudanese citizens
remains bleak the last year of pace has
00:05:44[75] | |
kickstart of the transfer made of process
that is improving people's lives this
00:05:49[76] | |
could not have happened without the ceasefire
or the confidence generated by the
00:05:52[77] | |
peace process if South Sudan's leaders
ever needed inspiration to reconcile and
00:05:58[78] | |
work in the country's best
interests they can find
00:06:00[79] | |
a done of the trays and in the talk cause
we're communities coming together to
00:06:05[80] | |
build pace the peace process remains
precarious but progress is being made
00:06:10[81] | |
maintaining momentum is the absolute
Ok and that depends very much on the
00:06:15[82] | |
continuing goodwill of the parties as well
as the collective and I'm really into in
00:06:20[83] | |
focus of international friends
to support the formation of
00:06:24[84] | |
a transitional government David Shearer
it is the special representative and head
00:06:29[85] | |
of the un mission in South Sudan he breathed
un Security Council on Wednesday fear
00:06:35[86] | |
is crippling Zimbabwe's already struggling
health system as doctors and patients
00:06:40[87] | |
alike are staying away it is appearance
of an outspoken young doctor who led
00:06:45[88] | |
a strike for higher public sector wages
as one that made the situation more dire
00:06:50[89] | |
and it up our report from Ferrari if there
is one thing that unites doctors and
00:06:55[90] | |
patients in Zimbabwe's ailing public
health system it's fear the system is
00:06:59[91] | |
struggling to function amid
00:07:01[92] | |
a shattered economy and triple digit inflation
administrators doctors and patients
00:07:06[93] | |
told v.o.a. That hospitals often have
00:07:08[94] | |
a hard time getting supplies and government
doctors say they can't make ends meet
00:07:12[95] | |
on an average salary worth just $100.00
00:07:15[96] | |
a month but as they have learned speaking
out has consequences that became evident
00:07:19[97] | |
this week in the disappearance of
Peter McCombe a junior doctor who led
00:07:23[98] | |
a strike over public sector pay he went
missing over the weekend colleagues say he
00:07:27[99] | |
had received threats from people he
identified as being members of Zimbabwe's
00:07:30[100] | |
Central Intelligence Organisation
00:07:32[101] | |
a different kind of fear flicks patients
doctors now told PTI who is 36 says she
00:07:36[102] | |
hasn't seen | |
00:07:37[103] | |
a doctor in. Decades and not for lack of
trying when her feet afflicted by child
00:07:42[104] | |
polio give her pain she grits her teeth
or takes over the counter drugs she says
00:07:46[105] | |
that's because every time she's approached
00:07:48[106] | |
a hospital she's quoted terrifying prices
despite her lack of income paying.
00:07:57[107] | |
Is nothing making. This is. America
00:08:04[108] | |
and fear is what kept teacher Milka got
to ring from seeking help for more than
00:08:09[109] | |
a decade as an abdominal tumour grew to
00:08:11[110] | |
a staggering 12 kilograms before it was
successfully removed by doctors at the
00:08:16[111] | |
nation's largest hospital I if so many
cases so I was not willing to come I was
00:08:22[112] | |
very much afraid the fear wasn't just over
costs Dr xing or I'm Ekiti or ologist
00:08:28[113] | |
who lead guttering the surgery says
patients also fear the uncertainty of the
00:08:32[114] | |
poorly funded public hospitals
is a lot of patients with
00:08:35[115] | |
a lot of people suffering
in the owns the s.k. | |
00:08:38[116] | |
It they're not sure what's going
to happen to them so she is
00:08:43[117] | |
a wonderful success story which we wish
everyone to be aware of the way met with
00:08:48[118] | |
the strike leader Dr Michael Bay last week
before he went missing at the time he
00:08:52[119] | |
was blunt about Zimbabwe's challenges and
his play and loves about work and life
00:08:58[120] | |
colleagues would agree with me that people
still love him but we love our country's
00:09:01[121] | |
beautiful however. It doesn't negate
the fact that when. People know me
00:09:08[122] | |
he says to Tourie to get peace we are
forced to take Also the books 2 days later
00:09:13[123] | |

a much I guess the right.
To my composure. Visited

not eventually do it and finally 5 days
00:18:23[216] | |
if you know Guinea we have no electricity
and you have many problem like that so if
00:18:29[217] | |
we don't come to the regular situation to
respect the elex or low we're not going
00:18:35[218] | |
to election I don't forget when I was
5 can file I then go to arise during
00:18:42[219] | |
3 years to have | |
00:18:43[220] | |
a legislative election 3 years we will see
him because he doesn't want to boy talk
00:18:49[221] | |
to the minister of information he said the
president promised that the elections
00:18:52[222] | |
would be held by the end of the year do you
know the timeline now for the elections
00:18:57[223] | |
. Given them alone the | |
president has no power to give
00:19:03[224] | |
a lecture but that of elections because
depending on select and their electoral
00:19:08[225] | |
commission of electoral low you have to
abdicate if he decided to do it himself and
00:19:14[226] | |
the president of the electoral commission
say Ok I will do what the president say
00:19:18[227] | |
we say we should not say the action which
is something different if you do not go
00:19:22[228] | |
to the elections in November or December
aren't you directly and they do so
00:19:29[229] | |
called The term president for cond let
me explain again the fact that we didn't
00:19:35[230] | |
have | |
00:19:35[231] | |
a lecturing knocked up by the pen. But the
president money to buy Electoral Commission
00:19:41[232] | |
to organize he decided to sell we think
about those things are totally different we
00:19:48[233] | |
have legislative election for parliamentary
election and the President's an
00:19:52[234] | |
election is totally different it
would be presidents. 2021 have
00:19:59[235] | |
no president will go to transition. Syria
to raise the leader of the opposition

any difficulties candidates have
00:20:54[246] | |

News gaiety and Moroccan journalist how
you write Sunita is seen jail in Morocco
00:22:14[262] | |
for what the authorities say are the crimes
of getting an abortion and having sex
00:22:19[263] | |
outside of marriage but right soon he says
the charges are retribution for critical
00:22:24[264] | |
coverage of the Moroccan
government Donya borish
00:22:29[265] | |
a spokesperson for Moroccan collective
says the issue highlights 2 laws that an
00:22:34[266] | |
impediment to women's rights. Because
they want to try abortion out
00:22:42[267] | |
of the complex there how. Troublesome all.
00:22:51[268] | |
Were near one of stories of
00:22:54[269] | |
a long. War over there | |
would you know how or why.
00:23:04[270] | |
Our own woman that tried. Mother's
won and you know when the.
00:23:10[271] | |
Situation according to supply
would be married and have more
00:23:17[272] | |
children have not been like
that doctor do not confirm it.
00:23:25[273] | |
But sounds like that also applies to sex
outside of marriage it's against the law
00:23:30[274] | |
for women to have sex outside of marriage
is that correct it is for men as well but
00:23:34[275] | |
the by me that's what. I want to. Because
she was being raped 1st of all if
00:23:41[276] | |
she needs to prove they're right and they
go to prove the rape so-called also into
00:23:46[277] | |
the ark because foam I'm there all that
says alteration of different sex not being
00:23:53[278] | |
found by the bones of that reached
into records meet one another shall be
00:23:59[279] | |
punishable by imprisonment for it down to
one month to one year the problem in this
00:24:04[280] | |
article there the law is supposed to
give contrary to individuals like
00:24:12[281] | |
look the course this line otherwise works
with criminals but around this area you
00:24:17[282] | |
have the goods in all 3 of them if you can
exert we don't have the space of freedom
00:24:22[283] | |
in Morocco it's difficult because in order
to defend yourself miscarry Suneet must
00:24:27[284] | |
say no I didn't have an abortion the problem
is that that's not the point the point
00:24:32[285] | |
is that these things should not be an
affront to women's rights to let me it
00:24:36[286] | |
shouldn't be criminalized I don't know but
that's the whole point they're using her
00:24:41[287] | |
her gender against her almost it's always
woman in Morocco I always victims.

Today is Thursday September
19th this is v.o.a. | |
00:26:47[307] | |
As international edition I'm Lori London
in Washington coming up President Trump
00:26:52[308] | |
says there are many options to respond to
Iranian attacks on Saudi oil fields we
00:26:58[309] | |
have to do something we'll do it without
hesitation Israeli Prime Minister Benjamin
00:27:02[310] | |
Netanyahu lose faith remains in limbo with
an election still too close to call Also
00:27:08[311] | |
ahead Nicky manana coming out of retirement
after 2 whole weeks it's all on today's
00:27:14[312] | |
international edition.
00:27:26[313] | |
U.s. Secretary of state Mike Pompei
00:27:28[314] | |
a Wednesday called the attack on Saudi
Arabia's oil installations an act of war
00:27:32[315] | |
against the kingdom by Iran
00:27:35[316] | |
a Saudi's displayed missile and drone
wreckage and cited other evidence they said
00:27:39[317] | |
shows the raid was unquestionably sponsored
by Iran. True it's not sure that true
00:27:47[318] | |
doesn't change the bigger principle I
told the 7 go to rest the club letter to
00:27:52[319] | |
someone fat he is referring to the
Who's the rebels in Yemen claiming
00:27:57[320] | |
responsibility for the attack Iran has
denied involvement and warned the u.s.
00:28:03[321] | |
That will retaliate immediately if it's
targeted President Donald Trump meanwhile
00:28:07[322] | |
said he's moving to increase financial
sanctions on Tehran over the attack but he
00:28:11[323] | |
was noncommittal on whether
he would order u.s. | |
00:28:14[324] | |
Military retaliation this is the
ultimate option and their options are
00:28:19[325] | |
a lot less than that and we'll see where
the very powerful position are right now
00:28:23[326] | |
we're in | |
00:28:23[327] | |
a very very powerful position and I know
I'd say the odds of it up to me to go in
00:28:30[328] | |
war no I'm not talking about I'm not talking
about that whole different option no.
00:28:35[329] | |
I don't his conference Saudi military
spokesman Colonel to Maki said the attack
00:28:40[330] | |
Saturday that did heavy damage to the heart
of the Saudi oil industry was launched
00:28:45[331] | |
from the north and was unquestionably
sponsored by Iran Yemen
00:28:49[332] | |
a south of Saudi Arabia while Iraq and
Iraq lie to the north Yemen's Iranian back
00:28:54[333] | |
to the rebels as we said claimed responsibility
saying it was in response to the
00:28:58[334] | |
Saudi led war in Yemen that has killed
tens of thousands of people joining us now
00:29:05[335] | |
to talk more about it is Robert Gates
Professor of governmental affairs at George
00:29:09[336] | |
Mason University thanks for
being with us the u.s. | |
00:29:12[337] | |
Certainly clear on who they believe it
is responsible who is responsible the
00:29:17[338] | |
language in those Iran is actually
rather ambiguous it's quite clear
00:29:24[339] | |
that the rebels don't have the wherewithal
to do this so I think everybody's in
00:29:27[340] | |
agreement on that the so could it be to
reasonably good to be it could be Turkey it
00:29:33[341] | |
could be Russia and it could be
Israel all of which have. An argument
00:29:40[342] | |
I mean what one can find | |
00:29:41[343] | |
a reason for their doing so why would.
Israel want to do something like that I
00:29:46[344] | |
don't know that it would what
I'm suggesting is it does have
00:29:48[345] | |
a motivation Israel's been concerned about
Mr Trump meeting with the president of
00:29:54[346] | |
Iran and that you know it certainly that's
not in its interest from the way it
00:29:58[347] | |
perceives powers in the Middle East Israel
and Russia each of them you can think of
00:30:04[348] | |
a plausible reason why they would be
interested in this attack like any insider
00:30:10[349] | |
information but what I am suggesting is
that the language that the leaders have
00:30:15[350] | |
have used with respect to Iran tends
to be quite dodgy don't you think they
00:30:21[351] | |
probably know by now with the information
they're able to get one would think the
00:30:26[352] | |
u.s. | |
00:30:26[353] | |
Course has satellite imagery which would
show cruise missiles might probably wouldn't
00:30:32[354] | |
but might actually show drones but we've
got all kinds of intelligence assets in
00:30:36[355] | |
the Middle East u.s. | |
00:30:38[356] | |
Assets in the Middle East so I would think
they would know well president didn't
00:30:42[357] | |
come out and say he is substantially
increasing economic sanctions against Iran in
00:30:48[358] | |
the wake of the situation they've already
been hammered with sanctions already is
00:30:53[359] | |
this the kind of thing that you would want
to go to your allies with 1st to get the
00:30:59[360] | |
support Well it seems to me that if you're
if you were if you were persuaded that
00:31:03[361] | |
Iran did this or that sanctions are not
the way to respond this is as Secretary
00:31:08[362] | |
Pompei of said this is an act
of war you don't go bombing
00:31:12[363] | |
a foreign country and called Enemy anything
other than an act of war and for acts
00:31:17[364] | |
of war you don't put in | |
sanctions and the u.s. | |
00:31:20[365] | |
Entered World War 2 It didn't say Ok We're
going to stop buying German products and
00:31:24[366] | |
that's ridiculous so I have seems to me
that if they were utterly persuaded that
00:31:28[367] | |
this was | |
00:31:28[368] | |
a Ron they would have used some sort of
military response of some flavor this was
00:31:34[369] | |
not an attack on the United States it was
an attack on Saudi Arabia would that be
00:31:39[370] | |
up to Saudi Arabia to respond to the u.s.
00:31:41[371] | |
To support them we certainly provide them
with. Weapons Yes we do the problem is
00:31:46[372] | |
it's very hard to say that we don't have
interests there the Middle East has been
00:31:50[373] | |
a hot spot for you know as long as you
and I have been alive and it's very
00:31:54[374] | |
difficult to simply say well let's Saudis
take care of it why because I don't think
00:31:59[375] | |
they have the general ship the military
skill and so forth and yes we provide them
00:32:05[376] | |
weapons but I think what we would
end up doing if there were
00:32:08[377] | |
a military response would be to provide
intelligence and some strategic and
00:32:13[378] | |
tactical advice Well Iranian President
Hassan Rouhani certainly is coming out
00:32:19[379] | |
pretty strongly with warning to Saudi
Arabia over it or Volman and leading
00:32:26[380] | |
a new sort of | |
00:32:26[381] | |
a look at Iran likes to play the bully and
you know and it is big and powerful but
00:32:33[382] | |
ultimately it doesn't want I mean look to
some degree I think Iran on this is of
00:32:39[383] | |
course speculation but I'm thinking
Iran probably feels that it's
00:32:43[384] | |
a kind of on the defensive that it's
encircled the sanctions have really bitten
00:32:48[385] | |
into the economy of Iran in order to you
know this is this could all go away with
00:32:53[386] | |
a regime change but no leader ever commits
suicide that way well do you think that
00:32:59[387] | |
ultimately this is headed toward
00:33:00[388] | |
a war of some sort no I don't think so I
don't think so I think there's enough
00:33:06[389] | |
sound of the on both sides to avoid that
if there is no response particularly after
00:33:13[390] | |
you know Iran shot down a u.s.
00:33:15[391] | |
Drone and really nothing didn't face any
consequences would that be just basically
00:33:19[392] | |
giving them carte blanche to do
as they wish because the u.s.
00:33:23[393] | |
Or others would not yes but I just have
00:33:26[394] | |
a hard time imagining it if if there is
dispositive information that these you know
00:33:32[395] | |
either for example that the drones or the
cruise missiles were manufactured by.
00:33:39[396] | |
Iran or we know how they got them if
there's dispositive information. The way I
00:33:45[397] | |
think the response almost unthinkable
right that is Robert bites professor of
00:33:50[398] | |
governmental affairs at George Mason
University. An official expression Minister
00:33:57[399] | |
Benjamin Netanyahu his office says the
Israeli leader will not be attending this
00:34:02[400] | |
year's United Nations General Assembly in
New York an event that he ordinarily does
00:34:06[401] | |
use to advance Israeli interest on the
world stage the trips cancellation comes
00:34:11[402] | |
just hours after Israel's national elections
in which Netanyahu failed to secure
00:34:17[403] | |
and outright victory in the polls paving
the way for arduous coalition talks a.p.
00:34:23[404] | |
Correspondent Iran how learned reports
that while results from Israel's
00:34:27[405] | |
unprecedented repeat election remain uncertain
it is clear the election did not go
00:34:32[406] | |
Prime Minister Benjamin Netanyahu sway you
can already say that you know did not
00:34:39[407] | |
win and that was what he is expected to
happen sort of the last federal election
00:34:43[408] | |
he's won and been in power for over 10
years and it's time he did not have an
00:34:46[409] | |
outright victory and he's going
to need a lot of machinations and
00:34:49[410] | |
a lot of things to go his way from to be
able to hang on to power. Well joining us
00:34:54[411] | |
now to talk more about the implications
of Netanyahu is potential losses American
00:34:59[412] | |
Jewish Committee chief policy and political
affairs officer Jason Isaacson What do
00:35:04[413] | |
you make of what's happening so far
with this basically thing election in
00:35:09[414] | |
a limbo it's going to take some time
before we know the final outcome and then
00:35:14[415] | |
there's the count and then there's the
formation of a government which is
00:35:17[416] | |
a whole separate process when you have
00:35:19[417] | |
a process in which many parties are
competing and no one party ever has
00:35:24[418] | |
a majority and you have to form
00:35:25[419] | |
a coalition government the
creation of these coalitions is
00:35:30[420] | |
a very intricate dance we've went
through this before in April when
00:35:34[421] | |
a similarly split result left the prime
minister to try to cobble together
00:35:39[422] | |
a government was not able to
gather the $61.00 seats in
00:35:42[423] | |
a $120.00 seat Knesset in order
to form a government and they had
00:35:46[424] | |
a new election and that's what we've just
gone through so there will now be the
00:35:49[425] | |
process of assembling coalitions the president
of Israel Reuben Rivlin will ask one
00:35:55[426] | |
of the leaders of one of the 2 major parties
to perform that magic and whether it
00:36:00[427] | |
will be possible in the | |
space of a few days or | |
00:36:02[428] | |
a few weeks or even longer
than that to put together
00:36:05[429] | |
a government we'll just have to see how
that turns out as you as it turns out we do
00:36:08[430] | |
have roughly equal numbers of supporters
of votes for those 2 parties and whether
00:36:14[431] | |
they can either of them attract enough
other parties and if other factions within
00:36:19[432] | |
the very complicated political system of
Israel to form that government remains to
00:36:23[433] | |
be seen we will know over the coming weeks
the strategy that Benjamin Netanyahu has
00:36:28[434] | |
taken where he's talked about an ex saying
the West Bank the proposals he has put
00:36:34[435] | |
forward and to his base and his supporters
would seem attention only and any chance
00:36:40[436] | |
for a 2 state solution how
would that work with building
00:36:45[437] | |
a coalition with people that feel the exact
opposite I'm not sure that they feel
00:36:49[438] | |
the exact opposite and I
think that it would be | |
00:36:51[439] | |
a mistake to look at this.
Election as a referendum on
00:36:55[440] | |
a 2 state solution there were really many
issues that Israeli voters faced this
00:36:59[441] | |
week and again in April in the 1st go
around that have to do with frankly
00:37:04[442] | |
a referendum on the prime minister on the
ledge ebony the longest serving Israeli
00:37:08[443] | |
Prime Minister there are corruption charges
as you know that are floating around he
00:37:11[444] | |
may be put to trial there are questions
about the nature of Israel religious versus
00:37:17[445] | |
secular divide that is very much
00:37:18[446] | |
a part of the current Israeli political
conversation cultural conversation
00:37:22[447] | |
relations with with the Palestinians is
part of that mix but it's only one of many
00:37:27[448] | |
issues also the economy of Israel which
has been growing expanding booming for
00:37:33[449] | |
years to the point where it really is at
or above frankly in much of the o.e.c.d.
00:37:38[450] | |
But there are disparities there is there
inequities Israel as there aren't and most
00:37:42[451] | |
countries and that's also can be
00:37:44[452] | |
a driving political force so there are
many issues it wasn't just about Israeli
00:37:47[453] | |
Palestinian questions it wasn't just about
00:37:49[454] | |
a 2 state solution it's possible to find
both in the sort of center right and in
00:37:54[455] | |
the center left advocates for some kind
of accommodation with the Palestinians
00:37:58[456] | |
certainly that has been a
significant measure of
00:38:02[457] | |
a rather significant | |
point for many Israelis
00:38:04[458] | |
a majority of Israelis | |
over the years have wanted
00:38:07[459] | |
a resolution of the Israeli
Palestinian conflict | |
00:38:09[460] | |
a negotiated resolution and I think you
could find within the center right in the
00:38:12[461] | |
center left some agreement on ways to
move forward and whether that would be
00:38:16[462] | |
separation plan of some
sort that would put | |
00:38:19[463] | |
a halt to some of the kind of outlying
Selman expansion that that has taken place
00:38:25[464] | |
in recent years that's all within the realm
of possibility but but let me come back
00:38:28[465] | |
to one point that you made
00:38:29[466] | |
a moment ago Laurie about the relations
between Israel and the Arab world because
00:38:33[467] | |
of course the Arab world is so much larger
than the relationship that Israel has
00:38:36[468] | |
with the Palestinians right to
the front relationship and as
00:38:39[469] | |
a paralyzed relationship and and needs to
find some way of moving forward for the
00:38:43[470] | |
good of both peoples but Israel's
relations with the wider Arab world have
00:38:47[471] | |
undergone | |
00:38:47[472] | |
a very significant change in recent years
not only of course for 25 years that we
00:38:51[473] | |
had peace between Israel and Jordan for
4. 30 years of peace between Israel and
00:38:54[474] | |
Egypt but in recent years and especially
in the last year or 2 you seen signs of
00:38:59[475] | |
real change in relations between Israel and
Gulf states you had the prime minister
00:39:03[476] | |
in Oman last October you had Israeli
ministers going to the u.a.e.
00:39:08[477] | |
Last fall one for sports tournament one for
an international conference and you had
00:39:14[478] | |
some indications from the crane from
other countries that that recognize that
00:39:18[479] | |
Israel part of the neighborhood Arab
Israelis who are 20 or 21 percent of the
00:39:21[480] | |
overall population turned out to vote in
higher numbers than they did in April in
00:39:25[481] | |
the last election in April some 49 percent
of Arab Israelis voted this time it was
00:39:29[482] | |
closer to 60 percent but they will have
some 12 seats as as as it seems right now
00:39:35[483] | |
in the $120.00 seat Knesset they could
have more if they voted in higher numbers
00:39:39[484] | |
but it's it's not | |
insignificant and it could be
00:39:41[485] | |
a factor in in an Israeli government
going forward probably not as
00:39:44[486] | |
a member of the Israeli government but
playing some sort of role which would be
00:39:47[487] | |
appropriate in Israeli politics but if
Benjamin Netanyahu falls behind and does not
00:39:52[488] | |
get | |
00:39:52[489] | |
a role in any of this what happens that would
be quite the end of an era of the longest
00:39:58[490] | |
serving prime minister in
Israel's history by this point
00:40:00[491] | |
a few months over David Ben-Gurion and yes
it would be an end of an era I can't say
00:40:05[492] | |
that this election was good news for Prime
Minister Netanyahu nor can one say it's
00:40:10[493] | |
bad news this is the nature of Israel's
robust democracy which by the way one must
00:40:16[494] | |
say for 70 years has been a
singular example of democracy in
00:40:21[495] | |
a very complicated region region under
great challenges through wars and enormous
00:40:26[496] | |
changes internally in Israel with millions
of immigrants coming in from many parts
00:40:31[497] | |
of the world including at least
00:40:33[498] | |
a 1000000 from the former Soviet Union
changing entirely the demographics of the
00:40:36[499] | |
state not to mention the Jews from the
Arab lands who came to Israel at various
00:40:41[500] | |
points that since $948.00 and now
considered very significant portion of the
00:40:44[501] | |
Israeli electorate not to mention the 20
or 21 percent of the population that is
00:40:49[502] | |
Arab as well so through all of that Israeli
democracy has survived and has been an
00:40:54[503] | |
example really | |
00:40:54[504] | |
a beacon in that region All right well

from London BRICs it will affect not only
Britain's relations with the European
00:43:16[532] | |

countries with which Britain currently trades
00:43:23[533] | |
on e.u. Terms London has negotiated

of states from smaller economies to relative

civil society platform on oil and gas
00:46:50[569] | |
are demanding transparency calling on the
Kenyan government to show how the Chinese
00:46:55[570] | |
firm won the bid to buy the oil and how
much revenue the country is getting from
00:47:00[571] | |
the sale the group warns of conflict if
the government continues to keep the oil
00:47:06[572] | |
deals secret. After years of exploration
Kenya export his fast crude oil shipment
00:47:12[573] | |
last month I made the excitement of
Kenya joining the lees of oil producing
00:47:17[574] | |
countries some civil society groups are
accusing the government of keeping oil
00:47:21[575] | |
deals with a Chinese company
secrets tells one who is
00:47:25[576] | |
a coordinator of Kenya's civil society
platform an oil and gas law the group that
00:47:30[577] | |
works around the issues of oil and gas
he says they want to know whether the
00:47:34[578] | |
country is getting the best deal for its
resource the challenge that's ongoing as
00:47:38[579] | |
a proper disclosure so the
ministry indicated that there was
00:47:42[580] | |
a bidding process quart of oil we have
not had access to any of the bidding
00:47:48[581] | |
documents for example or which of the
companies that actually bid for oil how much
00:47:52[582] | |
they paid for or not but it finally got
to camp China which they eventually. We
00:47:59[583] | |
were asking for more transparent process
or because you could actually say that
00:48:04[584] | |
a country actually got the best can use
principle secretary of petroleum and Kamau
00:48:09[585] | |
says the information the government provided
and who bought the oil and how much
00:48:13[586] | |
they paid was enough the other fair comment
we told them all who got it how much
00:48:18[587] | |
they paid for it and the oil what more
would you want. You know people have all
00:48:24[588] | |
sorts of. Really speak to that the ministry
was also reluctant to share how much
00:48:31[589] | |
was spent in the oil exploration China has
helped Kenya to build roads and standard
00:48:37[590] | |
gauge railway line running into millions
of $1.01 guy who says he fears for the
00:48:41[591] | |
future if China will be the primary all by
from Kenya the challenge is that we have
00:48:47[592] | |
a significant amount of debt that's been
accrued to China in the building of
00:48:51[593] | |
infrastructure program around. And so.
Significant when you see red you know
00:48:58[594] | |
that again our oil is going to China are
going to risk all that we are able to
00:49:03[595] | |
service our debt that we might get into
an argument right don't be suitable for
00:49:07[596] | |
a country. Helen are daggy an oil and gas
expert says History does not favor Kenya
00:49:12[597] | |
when it comes to managing public resources
they said I would be worried about this
00:49:17[598] | |
because of the history we have been Kenya
all Grece use of resources so that we
00:49:24[599] | |
don't find ourselves facing another issue
like what we've seen in the past few it
00:49:29[600] | |
to 23 years of massive amounts of money
being lost in the counties and even in the
00:49:34[601] | |
national government so that we don't make
money and then it's going to the pockets
00:49:39[602] | |
of $1.00 or 2 she 2 companies only Kenya
kindly produces about 2000 barrels of oil
00:49:45[603] | |

00:51:38[625] | |
a common sight in Los Angeles thousands of
people are living in tents on the street
00:51:44[626] | |
these are budding shanty towns says one
analyst like those in developing countries
00:51:50[627] | |
and what you're seeing now is the 1st
signs of interest in this structural

Moved more than $21000.00 people from the
streets to permanent housing last year
00:52:08[630] | |
funded by 2 measures approved by voters
some solutions are short term including
00:52:14[631] | |
a $45.00 bed shelter where
those men found refuge | |
00:52:18[632] | |
a renter to hire now I am busy and you
know it's very hard and I can I can do it
00:52:23[633] | |
myself and I knew how to you know so I thank
God that they brought the shelter here
00:52:29[634] | |
set up with help from the city the shelter
was the 1st of many that offer hope to
00:52:34[635] | |
those lucky enough to get in the fact that
they can kind of put their head down and
00:52:38[636] | |
I will sleep and feel that that feel like
they're safe and secure where they are
00:52:43[637] | |
versus having to be out all night you
know worrying about like whether they're
00:52:46[638] | |
going to be attacked on down the streets
of Substance Abuse and Mental illness can
00:52:51[639] | |
contribute but high rents and low
incomes are the root cause says
00:52:55[640] | |
a local official who is tackling the problem
in Los Angeles is the least affordable
00:53:01[641] | |
housing market and the United States we
have on your build housing for decades
00:53:06[642] | |
unfortunately that's it won't something
we have in common with the rest of
00:53:09[643] | |
California sprawling Western
us cities were built for
00:53:13[644] | |
a long commutes and low density housing.
In this model works very well in tell you
00:53:19[645] | |
run out of space for new highways and the
result is that you push people further
00:53:25[646] | |
and further out of the center in becomes
more and more expensive to live in the
00:53:29[647] | |
center near where the jobs are strong
urban economy has left money behind if we
00:53:36[648] | |
invested more in prevention
if we had more available for
00:53:40[649] | |
a ball housing some people had choices and
in their housing options we would see
00:53:46[650] | |
people who are living right on the edge
as soon as something catastrophic happens
00:53:50[651] | |
in their life they get pushed over the
ads and they end up on the streets the
00:53:55[652] | |

the nation's unsheltered homeless live in
