The Cuban response to Hurricane Flora (1963) and the U.S. |
|
management of Hurricane Katrina (2005) represent two |
|
divergent conceptions of how to react to natural |
|
disasters. By reviewing the long and changing history of |
|
government responsibility in catastrophes, the present |
|
challenge created by hurricanes Irma and Maria can be |
|
seen as a demonstration of changing ideas about society, |
|
economy, and the power of market forces. They should be |
|
analyzed within the context of growing neo-liberal |
|
solutions, post-colonial attitudes, and the possibility |
|
of alternative state-based or communal actions. |
