This paper presents an evaluation of the National Network
of Eisenhower Regional Consortia and Clearinghouse. A
symposium presentation was chosen to report the
consortia's contribution to the improvement of
mathematics and science education. The presentation is
divided into four sections, each of which was presented
separately by one of the panel members involved in the
evaluative study. Two primary methods, staff interviews
and document review, were used to prepare the evaluation
for the symposium. Interviews were conducted with 10
consortia directors, 11 evaluators, and 15 program staff.
All interviews revealed that directors, evaluators, and
staff were aware that national evaluation influences
local evaluation in some specific ways. One aspect of the
evaluation focused on the identification of barriers to
the use of national evaluation in local settings. The
paper concludes by discussing what was learned from the
evaluation and considers how the roles of evaluators are
changing, how national activities influence local
evaluation, and whether the impact is multi-directional.
