Our overall audit objective was to evaluate the Services'
management of the assignment process for military
personnel. Specifically, the audit was to evaluate
whether the assignment process for officers and enlisted
personnel was managed to minimize the amount of time that
essential warfighting positions were vacant, to ensure
that qualified personnel were assigned to those
positions, and to ensure that training requirements to
fully perform the duties of those positions were being
met. This report addresses the enlisted personnel
management process for Navy units that deployed in
support of OIF and how vacant senior enlisted warfighting
positions impacted the readiness of deployed forces. We
also reviewed the management control program as it
related to the objectives. Because enlisted warfighting
positions remained vacant during deployment, the audit
objectives to determine whether qualified and trained
personnel were assigned to those positions became moot.
This report does not address officer assignments because
our initial review did not identify areas of concern that
warranted additional audit work.
