Examination of available documents and visual inspection
of Ischua Creek Watershed Dam No.2 and appurtenant
structures did not reveal conditions which constitute a
hazard to human life or property. However, the dam has
some deficiencies which require further investigation and
remedial action. Drainage gullies were observed across
the emergency spillway and emanating from the downstream
east toe of the embankment. In addition, a bulge or
slough was observed in the upper portion of the
downstream east slope. It is recommended that these
conditions be evaluated further by a qualified registered
professional engineer. Using the Corps of Engineers
screening criteria for review of spillway adequacy, it
has been determined that the dam would not be overtopped
under full PMF conditions. The PMF routed through the
reservoir required 97 percent of the spillway outflow
capacity. The spillway is, therefore, judged to be
adequate. The investigations recommended should be
completed within 12 months of notification to owner, and
remedial actions resulting from these investigations
completed in the subsequent 12 months.
