The chip order option becomes available after you beat your second tournament.
Just talk to Higsby and choose the second option to go to the chip order menu.
Note that you can only buy chips that you already have in your library. You
do not necessarily have to possess that chip, you just have to have it in
your library.

The chip order system has a relation to the chip traders. Lets say you want a
LongSword in 'S' code, but you have a LongSword in 'E' code. Put your
LongSword in 'E' code in the chip trader and then go to the chip order menu.
Since Higsby sells LongSwords in 'S' code, you can now buy it if it was not
available to you before.

the chip trader, you can't buy them from the chip order.

Secret Chips vary from game to game. If you are playing Blue Moon then the
Navi Chips from Red Sun will be secret chips. As will Blue Moon's Navi
Chips if you are playing Red Sun. For prices on the Navi Chips consult
the Mega Chip section.

Q: Where is Higsby's Shop?
A: In ACDC Town right across from the Metroline entrance.

Q: Why isn't the Number Trader in Higsby's Shop?
A: It doesn't appear there until after you get the Navi Customizer.

Q: The number trader code for ____ doesn't work.
A: I have personally tested them all, they do work. You most likely inputed
  it wrong.
