This game was released in 1993 and was made by Tengen.

As taken from the blurb:

The World Cup is without doubt the world's greatest sporting competition. Now
all the excitement of the tournament is captured for the Game Gear. Featuring
the Top 24 teams each with a squad of 15 players to choose from and in match
action that is guaranteed to keep you hooked.

2. Controls [2]

To navigate the menus use the direction pad and select with A or exit with B.

During a game when you have the ball use the D-pad to dribble with the player,
A to kick long and B to pass the ball to the nearest man. When you don't have
the ball then D-pad still moves the selected player whilst A is a slide tackle
and B is to switch the player you control. At any time you can press start to
pause the game.

When the ball is out of play for a throw-in or a corner then you use the D-pad
to direct where you want to put the ball, A to kick/throw the ball (A and down
to go short, A and up to go long for corners) or B to go to substitution
screen.

When your goalkeeper saves the ball then you take control of him for the goal-
kick. Use the left button to aim the kick left, or right to aim right then when
ready press A to kick it. If you press A and up then it'll go further, if you
press B and down then you'll throw it.

Should you draw a match then, unless you are in group stage of the world cup
mode, you will face a penalty shoot-out. Here the controls are left to hit it
left, right to hit it right, up to hit it high, down to hit it low. (You can
press A to kick it too, or just wait for the kick to be taken automatically in
the direction you are pressing.) As the keeper it is left, right, up or down
depending on the direction you want to dive.

(If you want to practice penalty shoot outs then you can. Go to World Cup mode,
choose to enter password, change the first two letters to PK then press A. This
exits you to the main menu. Now choose an exhibition match and you'll be taken
to a penalty shootout.)

3. Main Menu [3]

When you start the game then you see the main menu. You have two options. These
are:

1. Game Start
2. Configuration

1. Start:
Choosing start will give you four new options:
World Cup
Exhibition
Link Game
Watch

Choosing Link Game allows you to play a one-off 2-player match, choosing
Exhibition allows you to play a one-off 1-player match, and choosing Watch
allows you to watch a computer-controlled match (although you will still need
to press to select the teams and start each half).

2. Configuration:
Here you can configure your options:

* You can choose to play on hard or normal difficulty.
* You can choose what sound mode you want during the matches (BGM, SE, SILENT)
where BGM = Background Music and SE = Sound Effects. I recommend SE unless you
like your 8-bit game music.
* You can choose the time per half (45, 30, 15 - not real-time, the 15 minute
option is the equivalent of around 90 seconds per half).
* You can set the game speed to fast or slow.
* You can listen to all the background music (BGM) (all eleven tunes: 81-8B)
and sound effects (SE) (all sixteen of them: 91-0A) in the game using the sound
test option.
* You can exit using the exit option which takes you back to the main menu.

Also the best player in the game is playing for Argentina with all 9s across
the three categories.

5. Playing a match [5]
*******************************************************************************

The first thing you need to do is choose the colour of your shirt. You then
choose the opponent's shirt from one of the remaining colours. The coloured
shirts available are:
Red
Blue
Yellow
Green
Purple (because lots of international teams play in purple)
Sky blue
Black
White

After that you get to the game menu. Here click edit to spend any experience
points you have. You earn these in the World Cup mode but also get them at the
beginning of an exhibition match. They allow you to upgrade your players
(available expoints shown at bottom).

You can also click on position to sort the players positions

The guys listed as FB (full-backs) will be the defenders, the MFs are the
midfielders and the FWs are forwards. There is also a GK - a goalkeeper. It
doesn't really matter who players where although it is obviously better to have
the players with the best stats in the starting eleven. The four not classified
as GK, FB, MF or FW are subs. You can make two subs per game.

Lastly you can choose formation to choose the formation. The options are:
4-4-2
3Back (3-2-2-3)
4-2-4
4-3-3

Once done click Exit to start the game.

You can then come back to this during the match by pressing B when the ball is
out of play. If you wish you can make up to two subs per game.

During the match the timer is at the bottom counting down until the half-
time/full-time whistle.

There are no free-kicks in the game.

The aim is to score more goals than the other team.

Tips:
My favourite way to play this game is with a 4-4-2 formation and to pass the
ball up the pitch when an opponent is near you and to dribble with it if they
are not.

To pass effectively you have to realise that the pass goes to where the
receiving player is at that moment the pass is made so don't run the player
away before the ball goes there.

For shooting I tend to do this around the edge of the area and across the
keeper.

For corners don't aim the same place twice in a row.

For corners hit them high then shoot.

For goal-kicks hit these straight and long because you can set up goals this
way if you are lucky.

When not in possession keep pressing A to slide tackle as there are no free-
kicks in the game so you can't commit a foul.

Funny things I noticed:
* You can take a throw to yourself.
* You can do back-passes.
* West Germany are in the game when it should have been Germany (the game was
made in 1993 after the re-unification of East and West Germany).
* This game is the same as Tecmo World Cup '93 on the Sega Master System yet
this one is attributed to Tengen and not Tecmo.

6. Walkthrough of World Cup mode [6]
*******************************************************************************
Choose World Cup and you will be placed into an elimination group of 4 teams.
You play each of the other three once. After each match a grid showing you the
results. Reading crossways a "O" means a win, a "X" means a loss and a "-"
means a draw. A draw gives the team one point and a win gives the team two
points.

The top two/three from the group go through to the next round (at which point
the 24 teams will be reduced to the last 16). At this point it will be knockout
and matches ending in a draw will be decided by a penalty shootout (5 pens each
then if still a draw sudden death).

After each game you get a 25-letter password. This allows you to return to the
game later. You get a password at every stage up to the quarter-final.

(Then there are no passwords given out for getting past the semi-final and
reaching the final - you have to play these two matches together.)

As you progress you'll get experience points that can be used to spend on
improving your players' attributes (the power, speed and technical stats that
are above in the teams section). These are based on your results. You get 2
experience points for a draw, 3 for a 1 goal victory, 4 for a 2 goal victory
etc. on hard. On normal you get double that. I recommend upgrading the speed
attributes first, and concentrating on your strikers.

The aim is to go all the way and win the cup.
