I suspect most police in most neighborhoods are bored most of
the time. I mean their very JOB is "looking for trouble".
Its ok when it's a cop who wants to make the world a better
place, who had dreams of being a super-hero and get the bad guy
when they were young.
But it's not good when it's someone who wants to Be Boss and was
a bully in school. THEY make the bad cops.
Or... somebody who WAS bullied in school and decided... it's
payback time and gets a badge. Ex-victims are the worst bullies
of all.
