Strange thing about politics in stable countries:
  They're designed to minimize change.
  All promises made are precisely unkeepable promises.
  True powers are limited. Red tape is built-into the very
  structures of governments to keep things slow, even, stable. No
  single person can have much power.

  Therefore...

  Not much changes for most citizens, and most people are not
  entirely miserable, and that country is more-or-less stable.
