The OP is interesting but I suppose I'm excessively pragmatic:
  Those in charge of a society may *believe* utopia is possible
  and guaranteed but I cannot imagine a situation where a known,
  guaranteed Utopia wasn't just something that seemed great on
  paper but in reality would cause unforeseen problems. Limiting
  civil liberties for a greater good is fine when there is
  consensus, but if the PROCESS is forced and does not have
  consensus, there will be war of some kind.
