I think it works well enough. It's a strong document that
creates a balance between federal-federal, federal-state,
state-state powers well enough that nobody's fully happy but
happy enough. I think this sense of "always a dang compromise"
carries through every level of government down to the citizens
themselves and is what is its strength.
