The trick with watchdog groups is that they have to stay
  FOCUSED. If they try to become TOO opposing in too broad a way,
  their value becomes marginal and minimal. But if they focus on
  the technical abuses and bring them to light, they can keep
  powerful groups from abusing the systems that were designed for
