this is the kind of approach I've been talking about for decades
now. It's not that we don't do it in the USA but we could do
more of it.
I'd even bring some of the connected between research institutes
down to the lower levels of education, for fresher ideas from a
generation that's already inheriting the general cultural
knowledge, which includes different ways of perceiving things
for free.
