You're correct. Approximately 25 years and 3 months and 10 days.
Might be someone earlier than that, as presumably he was
speaking about things that occurred during the quarter he was
marking, but I have no evidence I can present. Therefore, this
is as close as I can get to verifying your hypothesis. Also,
Matt Bailey To further confirm your hypothesis,

I had gotten as far as I could to patent a novel idea back in
1999/2000 that was a very specific car backup system.
When I started working on it, I had found no patents even close
to it.
By the time I had something worth submitting to a patent
attorney for review, some chinese dude had "submitted for
review" six months before me. His patent wasn't even close to
being accepted but by reading what he did, seeing it line up one
by one by one, matching every single idea I had...
... I knew I was not original. Took about a week to get over the
cognitive dissonance, frankly. But thankfully, I never spent a
dime on it, just some spare time during breaks at work when I
could.
So, you are correct in my specific case. You should feel proud.
You actually got one right grin emoticon [might even be the
second thing even!] Kudos So your observation of my "not
originalness" is about 15 years too late to be a surprise to me
Matt Bailey But you didn't know me then, so your lateness in
entering the Timestream by way of parents and our intersecting
in this forum at this time with me is not your fault.
