I don't think private businesses are qualified to handle hiring
  quotas properly. Not enough oversight. "Best person for the job"
  is all they should do, unless instructed otherwise.

  It would only work for public jobs where there is daily contact
  with real citizens. The community would help provide proper
  oversight, as they are the ones being represented - mirrored in
  the faces of those who publically serve.
