I believe there should be proper representation in:
  a) Judges
  b) Police Force
  c) Local representative governments
  [city/county - places where tangible changes to one's daily life
  *actually* takes place; roads, buildings, local laws enforced by
  local police].

  So, if 55% of the population is female and 45% male, then 55% of
  the police (or close to it) should be female.

  If there are 9 judges, 5 should be female, 4 male.

  If there is a city council of 11 people, 6 female, 5 male.

  Something like that.

  Same true for races. Why are there white police maintaining a
  black neighborhood? _helloooo?_
