I'd think so, except for the inefficiency of bureaucracy.
Can't think of a stable government that doesn't also have mazes
designed not only to keep people from excess growth, but also
keeps powers in certain pockets here and there, to eliminate the
possibility of any one small group of people gaining absolute,
unbridled authority.
Why?
Those governments which *didn't* have "red tape" built-in to the
scheme of government constantly fall apart over and over again.
So, I'm not worried.
They make it hard for each other to run the government so that
someone's insane cousin Billy (or Cheng-Zhu) won't
accidentally/purposely wreck everything.
Even in stable dictatorships, they're surrounded by advisors who
hide information from the dictator, so they can keep their bits
of power and they function as their own kind of
checks-and-balances system.
