SUBSTANCE is a conditional state dependent upon a number of
  factors constructing the "substance". Change is the given but
  change happens at different rates of Time, and if the rate of
  change is slow enough, the illusion of substance can be
  convincing and practical and quite useful.

  So substance is truth from a pragmatic standpoint. But beyond
  pragmatic? I can't say that it is.
