Yeah, and when they let him out in 2003, he was _BACK_ in prison
  within four weeks because he ALREADY was causing trouble.

  The link says if he doesn't register in seven days, they can
  take action.. They'll probably snag him even before then. I
  think there should be a special category called,

  LEGITIMATE PROBLEM

  and stick it next the person in their files. There's people who
  do things ONCE... and then there's people who are *going* to
  repeat their crime 'cause they know nothing else to do. THEY are
  a "legitimate problem". and really should get somewhat different
  considerations, not dumped off at a greyhound station, whatever
  their crimes were.
