I suppose I tend to believe that incompetence rules the world. I
  have family that worked in government. Incompetence and ass
  kissing and struggling to find excuses to keep this past
  quarter's budget or increase it if possible - these things are
  the norm. I have found no evidence that it's different in any
  other organization.

  I wish someone was in control "up top". It'd be kinda nice. The
  nature of organization is controlled chaos... or illusion of
  control anyway.
