The guy in Chaotic Neutral is Christopher Eccleston; he was the
  9th doctor and the 1st of the "reboot" of Doctor Who a few years
  ago. The guy in "Neutral" you've probably never seen; he was on
  a TV movie made in the USA in the 90s when they tried to reboot
  Doctor Who here. I'm surprised he made it into the Canon but he
  was legit. "
