Colorado Springs, Colo., last December, where a parishioner who was
given permission by the minister to carry her concealed gun into the
church quickly stopped the murderer, to an attack last year in downtown
Memphis, to the Appalachian Law School, to high schools in such places
as Pearl, Miss., concealed handgun permit holders have stopped attacks
well before uniformed police could possibly have arrived. Twice this
year armed Israeli citizens have stopped terrorist attacks at schools
(once by an armed teacher and another by an armed student). Indeed,
despite the fears being discussed about the risks of concealed handgun
permit holders, I haven't found one multiple-victim public shooting
where a permit holder has accidentally shot a bystander...

Empty-Holster Week Continues: In the wake of deadly shootings on college
campuses, some students say they deserve the right to carry concealed
weapons on campus to protect themselves and others, and are
demonstrating this week in support of it. Hundreds of members of the
group Students for Concealed Carry on Campus across the country plan to
wear empty holsters this week - including one local student. Franklin
Pierce University student Adam Broussard, 20, will be wearing his empty

Kent State Students Debate Campus Carry: At the one year anniversary of
the Virginia Tech shootings, students Monday at Kent State
University-Ashtabula Campus debated whether they should be allowed to
carry concealed weapons. The debate was prompted by a student's request
to carry a concealed weapon on campus. Students were planning a peaceful
protest on the issue, but instead a debate was organized. According to
the law, there are certain areas in the state where, even if a person
has a license, he or she cannot carry a concealed handgun. One of those
places are public and private colleges and universities, said Eric

Robert Levy Opposes Florida Parking-Lot-Storage Law: The U.S. Supreme
Court will soon decide a Second Amendment challenge to the gun ban in
Washington, D.C. I am co-counsel to Dick Heller in District of Columbia
v. Heller, so I take a backseat to no one when it comes to vindicating
Second Amendment rights. But the "Take Your Guns to Work" law signed by
Florida Gov. Charlie Crist last week, with vigorous backing from the
National Rifle Association, has nothing to do with the Second Amendment.
It has everything to do with violating the rights of private property
owners. Despite the bill's overwhelming support among his Republican
colleagues in the state Legislature, Gov. Crist should have vetoed it.
Still, if the business community challenges the constitutionality of the
legislation, perhaps a proper respect for property rights will be
restored...

Article Exposes Gun-Free-Zones Folly: The Dayton Daily News reported
over the weekend that Attorney General Marc Dann authorized his driver,
a concealed handgun license (CHL)-holder, to carry his firearm at all
times as part of his job duties. Dann's driver, who the DDN reports
obtained his CHL in January, immediately began running into a problem
that faces every single one of the more than 100,000 Ohio CHL-holders on
a daily basis: there are far too many "no-guns" victim zones in the

Another Illinois County Weighs RKBA Resolution: At its May meeting, the
La Salle County Board may be firing a shot to be heard in Springfield.
The proposed message: La Salle County does not need Chicago gun laws.
Monday, the County Board's Legislation and Rules committee voted
unanimously to forward to the full County Board a resolution that says
gun ownership is guaranteed by the Second Amendment of the U.S.
Constitution. It also opposes proposed state legislation that "would
infringe the right to keep and bear arms and would ban the possession
and use of firearms now employed by individual citizens of La Salle County."

US Soldier Arrested for Firearms in Mexico: A U.S. Army soldier is in
custody in Ju�rez this evening after he was allegedly caught crossing
the Mexican border with a firearm, military officials confirmed. Spc.
Richard Raymond Medina apparently was on leave driving from Fort Hood to
California before beginning a new Army assignment, said Fort Bliss
spokeswoman Jean Offutt. Medina reportedly took the wrong lane and
accidentally entered Mexico. As he tried to turn around, he was stopped
by Mexican authorities, Offutt said. Television news reported that
Medina had an AR-15 assault rifle and a handgun in his possession. (The
scene might not have been that different had he made it to California
with the AR-15.)

Australian Prohibitions Have Had No Favorable Impact: In a new
peer-reviewed study, Dr Samara McPhedran from the School of Psychology,
and her colleague Dr Jeanine Baker, who also hold executive positions in
the International Coalition for Women in Shooting and Hunting, show that
the accumulated studies on Australia's 1996 gun bans and half billion
dollar 'buyback' do not point to an impact. The authors say that this
provides a clearer foundation for evidence based policy development,
particularly within the area of suicide prevention.

HB 2630, an AzCDL requested bill that reduces the penalty for carrying a
concealed weapon without a permit to a petty offense (except in the
commission of a crime), passed in the Senate Committee of the Whole
(COW) on Wednesday, April 17, 2008. We are expecting the Senate to
formally vote (Third Read) on HB 2630 this week. HB 2630 has already
passed in the House. If the Senate passes HB 2630, it will then be sent
to the Governor's desk.
If you are not committing, or attempting to commit, a serious or violent
crime, HB 2630 reclassifies carrying a concealed weapon without a permit
as a petty offense.
Under current law, if you have not been issued a concealed weapons (CCW)
permit, it is a class 1 misdemeanor to carry a concealed weapon.
Everyone is treated like a hardened criminal. Sadly, because of 1994
Appellate Court decisions:
� If a casual observer cannot easily see your firearm, you are
carrying concealed and could be arrested.
� Wearing a gun in a vehicle = concealed carry. Without a permit
you are subject to arrest.
� Having a CCW permit and wearing a gun in a vehicle puts your
non-CCW permit passengers at risk for being arrested for carrying
concealed without a permit.
HB 2630 separates the innocent mistake by otherwise law-abiding citizens
from the cold-blooded actions of hardcore criminals. HB 2630 even adds
the "attempted commission of a serious offense" language to the law, to
assist law enforcement in arresting the bad guys.
