Clinton Promises to Renew "AWB," Repeal Tiahrt Amendment: U.S. Sen.
Hillary Clinton is to announce in West Philadelphia today a
crime-fighting plan that she boldly says will halve homicide rates in
cities over five years. Clinton will unveil the plan - "Solutions for
Safe and Secure Communities Now" - at the Westside YMCA, 51st and
Chestnut streets. Mayor Nutter will be at her side. "We wanted to
deliver the speech in a place where people need to know help is on the
way," said Clinton spokesman Mark Nevins...She promises...[t]o renew the
ban on assault weapons and repeal the Tiahrt amendment, which restricts

Philadelphia Council Defies State Law: City Council passed five gun
control measures today that are expected to still face a legal
challenges. Mayor Nutter has said he will sign the bills into law. The
five bills limit handgun purchases to one a month; require lost or
stolen firearms to be reported to police within 24 hours; forbid
individuals under protection from abuse orders from possessing guns if
ordered by the court; allow removal of firearms from "persons posing a
risk of imminent personal injury" to themselves or others, as determined
by a judge; and outlaw the possession and sale certain assault weapons.

SAF Hails Victory over SF Handgun Ban: The California Supreme Court made
the right decision in rejecting an appeal by the City of San Francisco
that sought to uphold its handgun ban, the Second Amendment Foundation
said. SAF was joined in a lawsuit against the handgun ban by the
National Rifle Association, Law Enforcement Alliance of America,
California Association of Firearms Retailers and San Francisco
residents. The lawsuit was filed just days after voters in the city

New York County Considers Weapon Ban: Come Friday, it could be a crime
to bring weapons of any kind into buildings owned or rented by Oswego
County government. County legislators are scheduled to vote on a measure
to ban carrying rifles, shotguns, pistols imitation pistols, explosives,
debilitating chemicals or gases and knives. The law also would ban items
such as scissors and penknives that could be used as weapons. But guns
are the target of the law, said County Clerk George Williams. Williams,
who is also the chairman of the county Republican committee, has been a
proponent for the law that he said would help protect county employees.

Another Illinois County Passes Pro-RKBA Resolution: A resolution
supporting a person's right to "keep and bear arms" was approved by the
Kankakee County Board, but not by a wide margin. The resolution,
supplied by the Illinois State Rifle Association in retaliation of
anti-gun legislation coming out of Cook County, passed the county board
by a 14-9 vote on Tuesday. For some county board members, the rub lies
in the fact that the resolution indirectly opposes a legislative bill
that would ban the possession and sale of assault weapons, among other
things.

Michigan Students Debate DC Gun Ban: Once upon a time, a group of
all-knowing legislators in Washington, D.C., passed a law that violated
one of the basic principles upon which this country was founded. The law
- the Firearms Control Regulations Act of 1975 - was implemented by the
District of Columbia City Council in 1976 and banned residents of the
city from owning handguns, automatic firearms, high-capacity
semi-automatic firearms and unregistered firearms. More than 30 years
passed before a three-judge panel of the United States Court of Appeals
overturned the law, citing its unconstitutionality and forcing a
nation-wide debate in March, 2007. That ruling was appealed, and the
Court heard oral arguments last month. The highest court in the land is
expected to reach what could be a precedent-setting decision by the end

Just Because You're Shot...: A detective who was shot when he
unwittingly walked into a convenience store in Irvington, N.J., during a
robbery was able to return fire and kill the gunman, the police said.
The detective, Roman Melenka, a 24-year veteran of the Irvington Police
Department, entered the store at Nye and Union Avenues about 5 p.m.
while on duty and found two men trying to rob it at gunpoint, the
Irvington police said. One of the men turned and fired two shots at
Detective Melenka, striking him in the left forearm, the police said. As
the other man fled on foot, Detective Melenka drew his weapon and
returned fire, striking the first man in the chest and leg. The gunman,
who was thought to be in his mid-20s and whose name was not released by
the authorities, died while being taken to the University Hospital
Trauma Center, the police said. (Always try to see what's happening

It Doesn't Take Much...: A semi-truck was pulled over Tuesday afternoon
after a report the driver had brandished a weapon. Payson (AZ) Police
Chief Don Engler said the department had received a report a little
after that the trucker had brandished a weapon at a passenger in a
vehicle on East Highway 260 near the Ford dealership in Star Valley. The
police stopped the semi near the intersections of 260 and 87 with a show
of force, one witness reported. Engler said the driver was very
cooperative and allowed officers to search his truck. "No weapon was
found. No arrest was made and the driver went on his way," Engler said.

Philippines Provides Gun Loans to Judges: Judges in the Philippines are
to be given interest-free loans to buy guns for self-protection,
following a rash of attacks on members of the judiciary, the Supreme
Court said Saturday. Under the guidelines, approved as part of new
security measures, 10 million pesos ($240,000) has been allocated for
the programme. Judges will be able to borrow up to 50,000 pesos and can
pay it back in 36 monthly payments or forfeit the gun, according to the
government guidelines. Qualifying judges cannot be more than 67 years of
age, nor be under any disciplinary suspension.

Pakistan Province to Issue Glock 17's to Bureaucrats: The Punjab Home
Department has issued Non-Prohibited Bore (NPB) gratis licences (free of
cost weapon licences) to 60 top bureaucrats from the administrative
hierarchy of the province for their self-protection. The Punjab
government will import Glock-17s, an Austrian-made handgun that costs
between Rs 60,000 and Rs 70,000, to be given to the 60 officers. Of the
60, 15 are administrative and special secretaries at various
departments, and the remainder hold offices of above BS-18 grade,

Russian Clergy Advised to Arm Selves: Russian clergymen are being urged
to arm themselves with guns to defend themselves against gangs
attempting to steal church icons. "The police are recommending to
priests that they should apply, as private individuals, to the Interior
Ministry's offices and request a licence to own firearms for
self-defence," said regional police spokeswoman Yelena Kirshanova. A
theological objection to the idea has been raised, after a cleric of the
Russian Orthodox diocese of Kostroma said this might contravene the
