Heller Brief Argues Against Individual RKBA: ... Once explored, this
context establishes that the private keeping of firearms was manifestly
not the right that the framers of the Bill of Rights guaranteed in 1789.
Though Anglo-American political tradition did indeed value the idea of
an armed populace, it never treated private ownership of firearms as an
individual right. The right stated in the seminal English Bill of Rights
of 1689 vested not in individuals but in Parliament, which remained free
to determine "by law" which Protestant subjects could own which weapons
and how they could be used. Nor did the first American constitutions and
declarations of rights include clauses protecting private use of
firearms... (Note the name of Saul Cornell among the authors.)

As Long As The Supremes Created A Right To Privacy...: ...It will be up
to the Supreme Court to decide just what the language of the Second
Amendment means, and whether that language creates an individual right
to possess a gun, or only a collective right of an organized state
militia or National Guard. However, I believe the Supreme Court's review
should not be limited to the construction of the Second Amendment. The
court also should consider whether its enunciated constitutional right
of privacy extends to an individual's right to possess a handgun in his
home...

As Arizona Ponders School CCW: ...Meanwhile, in another incident that
occurred at about the same time, two terrorists were killed after
infiltrating the Mekor Hayim High School Yeshiva in Kfar Etzion, south
of Jerusalem...They entered a classroom where counselors were holding a
meeting, and stabbed two of them. Two of the counselors were armed and
managed to overpower and kill the terrorists, without giving them a
chance to fire their pistol, a Hatzallah spokesman said. (The account of
the second incident is about halfway down the page.)

While In Kentucky...: A bill to allow guns to be kept in cars on college
campuses, introduced to the state legislature by Rep. Bob Damron,
D-Nicholasville, threatens the autonomy of universities and does not
deserve to pass. This legislation, House Bill 114, would be a departure
from a current state law that allows universities to make their own
policies regarding firearms on university property...The bill would take
away power to write policies regarding firearms from individual
universities and give it to the state instead. The universities should
be allowed to retain the right to govern issues that are relevant to the
campus environment, including whether or not students and employees may
have guns stashed in their cars.

It's Nice To Have Sympathetic Law Enforcement: Police arrested two young
Carlisle brothers Tuesday morning following a robbery and subsequent
shooting incident on Lower Sharpsburg Road...The arrests came on the
heels of a shooting incident at 3995 Upper Sharpsburg, where the Kimes
brothers allegedly committed burglary at a residence of Jim Robert
Willoughby, according to police...Marion Kearns, who was armed with an
AR-15, fired several .223 caliber bullets, according to Buckler and
Garrett...One of the fired rounds entered the rear window of the white
S-10 pickup truck driven by the Kimes brothers. The round grazed the
headrest of the drivers seat during its trajectory. "Multiple shots were
fired," Buckler said. "Mr. Kearns has not been charged, nor will he be
charged." (As the saying goes, "Don't try this at home." Deadly force in
response to a mere property crime is not likely to be treated so lightly
in most jurisdictions.)

Lead Linked To Aging Of Older Brains: Could it be that the "natural"
mental decline that afflicts many older people is related to how much
lead they absorbed decades before? That's the provocative idea emerging
from some recent studies, part of a broader area of new research that
suggests some pollutants can cause harm that shows up only years after
someone is exposed. The new work suggests long-ago lead exposure can
make an aging person's brain work as if it's five years older than it
really is. If that's verified by more research, it means that sharp cuts
in environmental lead levels more than 20 years ago didn't stop its
widespread effects. (Most shooters have faced additional exposure from
lead mists generated from primers and cast bullets.)

SB 1132, a "Restaurant Carry" bill, will be heard in the Senate Commerce
and Economic Development committee on Wednesday, January 30, 2008.

SB 1132 allows people to carry firearms in certain restaurants serving
alcohol, provided signs are posted permitting firearms, and the person
possessing the firearm does not consume alcohol.  This bill needs work,
but it provides a step towards addressing the Jim Crow "we don't serve
your kind here" attitude prevalent in Arizona.

Please take the time to send a polite note to the committee members to

(This bill needs work? It currently adds carry in licensed premises to
the "Misconduct with weapons" section of the Criminal Code [ARS 13-3102]
whereas it is currently only a rarely enforced violation of the Liquor
Code.)
