Oregon Teacher Loses Round In CCW Bid: A high school English teacher who
wanted to take her semiautomatic handgun onto school grounds has no
right to do so, a judge said Friday. Shirley Katz, 44, has a concealed
weapons permit and claimed a right to carry a handgun at South Medford
High School in Medford, to defend against intruders or her former
husband. A district policy prohibits employees from carrying firearms on
school grounds...Leuenberger [her attorney] said he planned to appeal.

Minnesota Court To Rule On Church-Carry Ban: The Minnesota Court of
Appeals is considering whether the state law allowing citizens to carry
concealed handguns with a proper permit places an undue burden on
churches and infringes on their property rights.
The state is appealing a Hennepin County District Court ruling that
struck down parts of the state's 2005 concealed-carry law, which
requires authorities to issue handgun permits to citizens who pass
background checks and take the required safety course. Edina Community
Lutheran Church and Unity Church of St. Paul are seeking a religious
exemption. (As I recall the case, the churches want the right to ban CCW
on any property they own, not just places of worship.)

Pennsylvania Governor Presses For More Infringements: Visibly moved by
the funeral Wednesday for slain Philadelphia Police Officer Chuck
Cassidy, Gov. Rendell yesterday called for tougher penalties for
shooting at a police officers and pledged to renew his fight for three
gun-control laws stalled in the Legislature...The proposed laws would
require gun owners to report lost or stolen weapons, limit handgun sales
to one per person per month, and enable municipalities to enact their
own gun laws. (In other words, Philadelphia would again be able to deny
legal CCW to most Pennsylvanians.)

their home. Persons who possess an unregistered firearm inside their
home with no intent to use it unlawfully against another person would be
guilty of the class A misdemeanor of criminal possession of a weapon in

Illinois Judge Tosses Suit Against Gun Club: St. Clair County's nearly
three-year effort to seize and close a shooting range next to Scott Air
Force Base suffered a legal setback Thursday morning. St. Clair County
Associate Judge James Radcliffe dismissed the county's eminent domain
lawsuit against the Caseyville Rifle and Pistol Club in
Mascoutah...County leaders have been trying to shut down the gun club -
which had moved from its old site in Caseyville to accommodate the
developer of a 400-home subdivision - since early 2005.

Bringing A Stun Gun To A Gunfight: A man tried to use a stun gun to fend
off a carjacker and ended up being shot five times. The man was taken to
the hospital Wednesday with wounds to his abdomen and leg but was
expected to survive, Atlanta police Sgt. Lisa Keyes said. The man was
driving a minivan in southeast Atlanta when he was confronted by a
carjacker at an intersection. The carjacker jumped in, told the man to
drive and demanded money, police said. While trying to reach for his
money, the man also pulled out his stun gun and shocked the carjacker.
But the carjacker reacted by shooting the man at least five times, Keyes
said. The van, which was still moving, crashed into a tree and the
carjacker ran away.

Gun-Cleaning Kit Prompts Evacuation: Officials at the Baylor College of
Medicine ordered an evacuation of the campus today after a gun-cleaning
kit and an empty box of shells were discovered in a classroom. An
assistant professor was about to teach a class about 1:30 p.m. when she
spotted a paper bag on a side table containing the cleaning kit and the
empty box. "There was oil on it (the cleaning kit) so obviously it had
been used," said Dr. Peter Traber, president of the medical school.

School Shooting Prompts Change In Finnish Gun Law: Finland's government
is planning to tighten gun laws after nine people were killed in a
school shooting spree. Under the plan, minors would be banned from
buying guns but would be allowed to use them under adult supervision.
Currently, 15-year-olds can buy guns with parental permission. Finland
has the world's third highest rate of gun ownership according to a
recent survey. (Recall that Finland borders Russia and has a history of
relying on good marksmen, on skis, to discourage Russian invasion.)

paid a $10-million settlement this year to kill a contract designed to
modernize the long-gun registry's computer system, federal records
show...Mr. Rodriguez said the settlement with CGI is further proof that
